Organization Preparedness Plan


1) Emergency Preparedness Committee

2) Organize to contact/assist residents

a) Divide into Areas – with Area Coordinators
b) Divide Areas into Zones - with Zone Leaders

The Emergency Preparedness and Response Committee develops the Response Plan and provides resources, communication and coordination where required.  The Leader activates the Emergency Response Plan thru the Emergency Preparedness/Response (EPR) Coordinator who keeps the Organization informed.

5.  Residents with Special Needs, Skills & Equipment Procedure

a.  Zone Leaders annually (by April 30th) contact each resident in their zone to:

i. verify addresses, phone numbers and obtain out of state phone numbers.

ii. determine special needs, special skills, special equipment, move outs/ins, etc. and report changes to Area Coordinators.

b.  Area Coordinators report special needs to the EPR Coordinator & Organization Leader.

      i.  The EPR Coordinator records special needs, skills and equipment on the resident information system.

          Residents may enter the above information on the Resident Emergency Information database.


6.  Residents Pre-Storm Procedure

a.  Activate affected Zone Leaders to contact residents.

b.  Zone Leaders report to Area Coordinators within 4-8 hrs of an pre-storm emergency (who’s staying, leaving, special needs, local & out of area phone numbers.)

    i.  Area Coordinators report to Emergency EPR Coordinator/Organization Leader within 4-8hrs.

    ii. EPR Coordinator coordinates special needs evacuation with Area Coordinators & Zone Leaders.


7.  Residents Post-Storm Procedure

a.  Organization Leader activates Incident Command System.

i.   Incident Command Leader

ii.  Operations Leader

iii.  Logistics Leader

iv.  Planning Leader   

b.  Activate affected Zone Leaders to contact residents & assess needs.

         c.  Zone Leaders report assessment to Incident Command Leader.

        d.  Communication System

               i.  If phone lines are down use mobile radios (FRS & GMRS).

               ii. Activate amateur radio if available to connect to EOC radio net.


10. Emotional Trauma Plan

 a.  Identify residents with counseling background.

         b.  Identify Outside Resources.

         c.  Provide trauma relief as needed.


11.  Recovery/Cleanup Plan

        a.  The Emergency Preparedness/Response Coordinator coordinates recovery and cleanup through Area Coordinators.


12.  Assist residents in developing an Emergency Preparedness Plan.

        a.  Provide training and assistance as required.

13.  Assist members/residents in developing 5 – 7 day disaster kits and home food/water storage (2 – 4 weeks if possible).
